Students first think about the rules in certain places and write them down. Then they discuss whether they agree or disagree with such rules. Finally, they think of a place and write new rules, the ones they would like were true. There's no answer key required but it is editable to your needs

This downloadable worksheet is a great resource for high school students and adults at Intermediate (B1) and Upper-intermediate (B2) level. It is valuable for revising Modals, MUST or HAVE TO (obligation) and MUST or MUSTN'T in English, and is excellent for strengthening your class' Speaking and Writing skills.
