This is "to be" sentence practice for beginners. The objective is to write either the singular "It is a" or the plural "They are" sentence structures. Examples are:
It is a dog. They are cats. It is a pencil. They are coins. etc.

The question form is introduced on the second page: "Is it?" and "are they?", and students must answer the question depending on whether it matches the picture. For example;

(A picture of a cat is shown) Question: Is it a cat? Answer: "Yes, it's a cat."

(Flowers are shown) Question: Are they fruits? Answer: "No, they are flowers." etc.

The instructions for the worksheet are translated into English here:

Page 1: Marvin the Martian is visiting Earth for the first time.
Help him identify these things.
Unfortunately, his translator is broken. He can only translate English.

Page 2: Marvin thinks he has a better understanding of the world, but now he wants to identify things himself. He asks you what something is. Correct him if he is wrong. If he is right, say "yes" to him.
